2808. A lockout/tagout device for use with multiple padlocks, when working on a large machine in a factory, a device like this is used to lock the power switch in the off position with a number of padlocks so that several people can all work on the machine and it can't be restarted until all of the workers are out of harms way and have removed their locks:

  2. 2804 is a skeet / clay pigeon thrower

2808 is a lockout. You put it through the hole a single padlock would go through, and each person who needs to lock the circuit out locks the others side. When the last lock is removed, you can remove the lockout

#2808 is a lock-out tool to protect workers from electrical energy sources (like electrical panels and switches)when working on equipment. It holds numerous locks, each controlled (keyed) by a different department to make sure that the equipment doesn't start up while under maintenance.
