This tool is a Morris scissor bench plane, or plow plane, patent number 112,949 states that it was "designed to enable the bit to be run at any desired distance from the edge of a board or panel."

A gadget for gouging channels in a wooden board. The pontoon attached to the side by a linkage goes along the edge of the board, and the linkage keeps the gouger at a constant distance.
